Cosmetic Products Regulation 1223/2009/EC Annexes update

We would like to inform you that a new regulation has been published to amend Annexes II, III and V of Regulation (EC) No 1223/2009 on cosmetic product.

The new regulation comes into force effective 10th of June 2019 with EEA impact.

What are the changes that the new regulation brings?

The recently published Commission Regulation (EU) 2019/831 applies changes to the use of several raw materials classified as CMRs (Carcinogenic-Mutagenic-Reprotoxic) in cosmetics.

Some of CMRs (see below examples)* have been included in Annex II and removed from Annex IIIor Annex V.

·         Annex II – list of substances prohibited in cosmetic products placed on the EU market

·         Annex III – list of substances which cosmetic products must not contain except subject to the restrictions laid down

·         Annex V – list of preservatives allowed in cosmetic products

* Examples of raw materials included in Annex II –  FORMALDEHYDE, TRIMETHYLBENZOYL DIPHENYLPHOSPHINE OXIDE (TPO), METHYLENE GLYCOL, D4 (OCTAMETHYLCYCLOTETRASILOXANE)
