New Restriction on Homosalate in Cosmetics Comes into Effect on 1 July 2025 

As of 1 July 2025, a new restriction for making available on the European Union market cosmetic products containing Homosalate (CAS 118-56-9) will apply. Homosalate is  a UV filter commonly used in sunscreens for protection against UVB rays. Under the revised conditions of Annex VI of the EU Cosmetics Regulation, Homosalate will only be permitted in face products (excluding propellant sprays) at a maximum concentration of 7.34%.

This change follows a safety reassessment by the SCCS and the European Commission’s subsequent decision to limit the ingredient’s use in the interest of consumer safety. Homosalate is still widely used, particularly in the United States, where it remains approved for use in sunscreens at higher concentrations.

Key points to consider:

  • Products containing Homosalate have not been allowed to be placed on the EU market since January 2025.
  • Products containing Homosalate above the new limit must not be made available on the EU market from 1 July 2025.
  • Reformulation may be required for existing products exceeding the permitted concentration.
  • Distributors and manufacturers should review their product ranges to ensure compliance ahead of the deadline.
