On July 3, 2023, IFRA (the International Fragrance Association) published the 51st Amendment to IFRA Standards through a notification letter dated June 30.
The IFRA Standards are rules on the safe use of fragrance components in consumer products recognized worldwide. IFRA Standards represent the regulatory benchmark on the matter. Therefore, cosmetic products in the EU must comply with their latest version or reveal the entire fragrance formula for the safety assessment.
IFRA Standards include different rules:
- Ban on substances;
- Ingredient concentration limits and restrictions on the type of products in which they can be used;
- Other specifications on the use of fragrance materials (e.g., purity criteria).
Application timeline
The 51st Amendment to IFRA Standards applies according to the following deadlines:
- IFRA Standards prohibiting the use of ingredients as of August 30, 2023, for new creations and as of July 30, 2024, for existing creations;
- IFRA Standards restricting or establishing specifications on the use of ingredients as of March 30, 2024, for new creations and as of October 30, 2025, for existing creations.
The 51st Amendment is a multi-ingredient update as it includes several new Standards for the restriction of substances and one on the prohibition of 3-Acetyl-2,5-dimethylfuran due to its potential genotoxicity. Additionally, the 51st Amendment revises 12 existing restriction Standards. All the details are specified in the letter IFRA issued at the end of the consultation period.
