UK Responsible Person for Cosmetics

As of 1 January 2021, all non-UK manufacturers must appoint a UK Responsible Person (UK RP) to place cosmetic products on the Great Britain market (England, Scotland, and Wales), as required by the UK Cosmetics Regulation (UKCR), the British adaptation of the EU Cosmetics Regulation post-Brexit. The UK RP is responsible for meeting all regulatory obligations before market entry, including completing the Submit Cosmetic Product Notification (SCPN) and displaying their name and address on both the primary and secondary product labels.

No. Post-Brexit, the EU RP and UK RP are separate roles. To sell in both markets, you need a designated UK RP based in Great Britain and a separate EU RP for the EU market.

Without a UK RP, your cosmetic product cannot legally be sold in Great Britain. The product may be rejected at the border, delisted by retailers, or subject to enforcement actions such as recalls or penalties.
