The Cosmetic Product Safety Report (CPSR) is a required element described in annex I of the European Regulation 1223/2009. This report includes Part A: Safety Information and Part B: Safety Assessment.
The Safety Information includes qualitative and quantitative composition, intended function of substances, physical and chemical characteristics of the substances, product stability, microbiological specifications of the product, purity, traces and reasonably foreseeable use.
The Safety Assessment is a toxicology assessment of a product that is performed by a qualified person with a European university degree in pharmacy, toxicology, medicine or similar discipline. Using scientific reasoning, the assessor must make a conclusion about the product and give advice for the label warning and instructions of use. The assessor must also provide his or her name, address, proof of qualification, date and signature. There is also a specific assessment required for use of children under 3 and intimate hygiene.
