SCCS Guidelines Deadline on Nanomaterials - NEW!

Published 07 Nov 2011

In preparation for the entry into full force of the new Cosmetic Regulation EC 1223/2009 on July11th 2013, the European Commission is working on developing guidelines that would make this process a straightforward one.

As such, the Scientific Committee on Consumer Safety (SCCS) has been asked by the European Commission to provide general guidelines on the essential documents necessary to build the safety documentation of manufactured namomaterials within Cosmetic Product Information Files (PIF)

The deadline of this guidance document is set for February 2012 and it concerns guidance on:

  • Essential documents to be included in the safety dossier of manufactured nanomaterials necessary to complete the notification to the CPNP considering of course the requirements set by the new Regulation 1223/2009/EC (art. 16);
  • Criteria that would allow the development of nanomaterials Safety Assessments on a category-based approach instead of an individual approach;
  • Alternative methods of testing nanomaterials due to the marketing ban on animal testing set in 2009;
  • Unique attributes in manufacturing nanomaterials that would need to be respected by newly developed nanomaterials and validated by the alternative methods developed for testing the toxicology of end points for which a ban is to be put after March 2013;
